New Regulation for Autonomous University Budget Management Enacted

The Ethiopian Council of Ministers has enacted Regulation No. 594/2018 to govern the block grant budget for autonomous universities. This regulation establishes a system for annual financial support, which will gradually decrease as institutions become self-sufficient. It specifically separates funding for teaching hospitals, basing allocations on patient volume, bed capacity, and complexity of services. The regulation also mandates that universities submit annual budget requests by the end of February each year. Furthermore, the Ministry of Education will conduct performance reviews twice a year based on key indicators to ensure accountability and transparency.
